ORDER DISMISSING CASE: For the reasons explained in the attached Memorandum & Order, this petition is dismissed without prejudice for lack of jurisdiction because Petitioner has not obtained authorization to file a successive petition, under 28 U.S.C. 2244(b)(3)(A), from a court of appeals. The Court does not address Petitioner's motion for leave to proceed in forma pauperis in this case, but certifies under 28 U.S.C. 1915(a)(3) that any appeal from this order would not be taken in good faith, and therefore in forma pauperis status is denied for the purpose of an appeal.
