Filing 26 MEMORANDUM AND ORDER denying the 22 Motion to Reopen Case: Keith Thompson commenced this false arrest action against the City of New York and various officers of the New York Police Department (collectively, "the City") in June 2004. In December 2005, the case was dismissed for failure to prosecute. Thompson now moves to reopen, some four years after his case was dismissed. His 22 motion is denied for the reasons discussed.
