Filing 14 MEMORANDUM OF DECISION AND ORDER - It is hereby ORDERED, that the moving Defendants 9 motion to dismiss the Complaint as against Judge Freundlich, Judge Whelan and the State of New York is granted, and it is further ORDERED, that the Plaintiff is e njoined from filing any further suits against the State of New York, its judges and its agencies without first seeking leave of this Court. The Plaintiff is directed to first present any complaint to a judge of this Court for review, and is not perm itted to serve the complaint unless such judge affirmatively authorizes him to do so.
