MEMORANDUM & ORDER granting 16 Motion to Dismiss for Failure to State a Claim; granting 17 Motion to Compel. For the foregoing reasons, Defendants' motions to dismiss and for judicial notice are both GRANTED. As Plaintiffs have already attempted to amend their Complaint, and such amendment being unsuccessful, the Court finds that further amendment would be futile.
