Filing 18 MEMORANDUM AND ORDER granting 8 Motion to Dismiss for Failure to State a Claim; granting 9 Motion to Dismiss for Failure to State a Claim - For the foregoing reasons, the Non-County Defendants motions to dismiss (Docket Entries 8, 9) are GRA NTED, and the claims against them are DISMISSED WITHOUT PREJUDICE and with leave to replead. The Complaint as against the County Defendants is sua sponte DISMISSED WITHOUT PREJUDICE and with leave to replead. If Plaintiff wishes to replead, he must file an amended complaint within thirty (30) days of this Memorandum and Order. If he fails to do so, his claims will be dismissed with prejudice.
