MEMORANDUM & ORDER granting 16 Motion to Dismiss for Lack of Jurisdiction; For the foregoing reasons, Defendants' motion to dismiss (Docket Entry 16) is GRANTED and Plaintiffs' federal claims are DISMISSED WITH PREJUDICE. In addition, the Court declines to exercise supplemental jurisdiction over Plaintiffs' state law claims, which are DISMISSED WITHOUT PREJUDICE, and may be refiled in state court.
