MEMORANDUM OF DECISION & ORDER - Based on the foregoing, the Court grants in part the Port Authoritys 24 motion for summary judgment dismissing the federal claims, over which the Court has original jurisdiction. Further, the Court declines to exer cise supplemental jurisdiction over the remaining state law cause of action, which is dismissed without prejudice to refiling in the appropriate forum.
