ORDER ADOPTING REPORT AND RECOMMENDATIONS - For the reasons set forth above, the Report is accepted in its entirety and, for the reasons set forth therein, defendants' motion for judgment on the pleadings pursuant to Rule 12(c) of the Federal Ru les of Civil Procedure is granted; plaintiff's motion for leave to amend his Complaint pursuant to Rule 15 of the Federal Rules of Civil Procedure is denied; and plaintiff's claims are dismissed in their entirety with prejudice for failure to state a plausible claim for relief.
