ORDER: A request for certificate of default #14 was filed on 12/2/2019. Plaintiff is directed to show cause by 12/16/2019 as to why service is proper for each defendant, and why the certificate of default should be issued. When an action is brought against a non-suable entity, like a City agency, the Court construes the action as one against the City of New York. Thompson v. Grey, No. 08-CV-4499, 2009 WL 2707397, at *5 (E.D.N.Y. Aug. 26, 2009), aff'd, 385 F. App'x 54 (2d Cir. 2010); New York law requires a suit against the City of New York be served upon the corporation counsel or to any person designated to receive process in a writing filed in the office of the clerk of New York County.
