MEMORANDUM AND OPINION: For the reasons set forth above, the Court dismisses the Complaint for lack of subject matter jurisdiction. The Court grants Plaintiff thirty (30) days from the date of this Memorandum and Order to file an amended complaint. The amended complaint must be captioned Amended Complaint and bear the same docket number as this Memorandum and Order and must specify a basis for the Courts exercise of jurisdiction. If Plaintiff fails to file an amended complaint within thirty (30) days, the Court shall dismiss the action.
