Plaintiff Associated Press seeks access under the Freedom of Information Act (FOIA) to records pertaining directly to the detention of hundreds of persons at the U.S. Naval Base at Guantanamo Bay, Cuba. AP seeks access to a number of specific documents concerning detainees still held at Guantanamo, including documents relating to Administrative Review Board hearings conducted by defendant, the bases for ongoing detentions, allegations of mistreatment, and the rlease or transfer of detainees. AP also sees documents concerning construction contracts that have been awarded for work performed at Guantanamo.
