For the reasons stated in this Opinion and Order, the defendants' motion for summary judgment is granted in full. The defendants' motion for reasonable costs and attorneys' fees under 505 is also granted. The clerk is directed to enter judgment dismissing the complaint. The amount of attorneys' fees will be determined after judgment is entered. The defendants should submit an appropriate post-judgment motion pursuant to Rule 54 (d)(2)(B).
