MEMORANDUM AND OPINION AND ORDER: For the reasons stated, defendants' converted motion for summary judgment 20 is denied with respect to the false arrest and false imprisonment claims against the officer defendants in their individual capaciti es. All other claims are dismissed. Defendants' motion for sanctions 25 is denied. The parties may have 60 days to complete discovery.
