The Court has considered all of the arguments raised by the parties. To the extent not specifically addressed, the arguments are either moot or without merit. The defendants' motion for summary judgment is granted as to the plaintiff's federal claims, and denied as to the plaintiff's state law claims. The plaintiff's motion for summary judgment is denied. The plaintiff's state law claims are dismissed without prejudice. The Clerk is directed to enter Judgment and to close this case. The Clerk is also directed to close all pending motions.
