In view of the bizarre and improbable allegations in the Complaint and Horicianu's demand for $4 billion in damages, this Court finds that sua sponte dismissal of this action for improper venue is appropriate. Horicianu's commencement of this action suggests a continuing pattern of harassment of the Defendants and resembles the conduct underlying his 2006 conviction. Accordingly, the Complaint is dismissed. The Clerk of the Court is directed to terminate all pending motions and mark this case as closed. (Signed by Judge William H.
