For the foregoing reasons, the Court GRANTS the County Defendants' cross-motion for summary judgment and DENIES Plaintiff's motion for summary judgment, thus dismissing Plaintiff's sole remaining claim. Moreover, as County Defendants' motion for certification is denied, the Court need not address County Defendants' motion for a stay pending interlocutory appeal, which is DENIED as moot.
