For the foregoing reasons, respondent's motion to dismiss the petitioner's habeas corpus petition is granted. This decision resolves all the outstanding motions currently on the docket. As petitioner has not made a substantial showing of the denial of a constitutional right, a Certificate of Appealability will not issue.
