MEMORANDUM AND ORDER granting 13 Motion to Dismiss; denying 19 Motion to Intervene: For the foregoing reasons, NYCHA's motion to dismiss the amended complaint (Docket No. 13) is GRANTED. The breach-of-contract claim is dismissed without prejudice because the Court declines to exercise supplemental jurisdiction. The motion to intervene (Docket No. 19) is DENIED as moot.
