OPINION AND ORDER re: 26 MOTION to Dismiss the Amended Complaint filed by City of New York. For the reasons stated in this opinion, the City's motion to dismiss Best's claims based on denial of discharge planning is GRANTED. In al l other respects it is DENIED. The Court dismisses Best's claims against all individual defendants sua sponte. Best may file an amended complaint within thirty days.
