MEMORANDUM OPINION AND ORDER. This Court considered all of the arguments of the parties. To the extent not addressed above, the remaining arguments are either moot or without merit. For all the reasons explained above, the plaintiff's cross-moti on for judgment on the pleadings pursuant to Rule 12(c) of the Federal Rules of Civil Procedure is granted, and the Commissioner's motion is denied. The Commissioner's decision is reversed and this case is remanded for further administrativ e proceedings developing the record in accordance with this opinion.
