OPINION AND ORDER: I have considered the parties' remaining arguments and find them meritless. For the reasons stated above, Defendants' cross motion to dismiss is GRANTED. Plaintiffs' motion for a preliminary injunction is DENIED as moot and the temporary restraining order is vacated.
