Accordingly, and for the reasons stated above, Plaintiff's motion to supplement the administrative record is DEN IED, Defendants' motion for summary judgment is GRANTED, and the Amended Complaint is dismissed. The Clerk of Court is directed to terminate Docket Nos. 43 and 51 and to close the case. The Clerk of Court is further directed to mail a copy of this Opinion and Order to Plaintiff.
