For the reasons discussed above, AFDI's motion for a preli minary injunction enjoining the MTA's exclusion of the advertisement in question is granted. The Clerk is directed to close Docket No. 12. In order to enable the defendants to consider their appellate options and methods for display of the propo sed advertisement, the Court, in the public interest, will stay the effect of this Order for 30 days.
