For the reasons explained above, the plaintiff's motion for judgment on the pleadings is granted, and the defendant's cr oss-motion is denied. The Commissioner's decision is vacated and the case is remanded to the Commissioner pursuant to sentence four of 42 U.S.C. § 405(g) for further administrative proceedings consistent with this opinion.
