September 17, 2018 Opinion or Order Filing 33 OPINION AND ORDER: For the foregoing reasons, the Court rejects Santiago's claim of ineffective assistance of counsel. His section 2255 petition is, accordingly, DENIED. Because the petitioner has failed to make a substantial showing of the d enial of a constitutional right, the Court declines to issue a certificate of appealability pursuant to 28 U.S.C. § 2253. The Clerk of Court is directed to terminate any pending motions, enter judgment, and close the case. SO ORDERED. (Signed by Judge Andrew L.
