Filing 92 MEMORANDUM OPINION AND ORDER: For the foregoing reasons, State Defendants' motion pursuant to Federal Rule of Civil Procedure 12(b)(6) to dismiss the complaint is granted. In light of the dismissal of Plaintiff's remaining claims with respe ct to the City Defendants, the Clerk of Court is requested to enter judgment in favor of the State Defendants and to close this case.
