For the reasons set forth above, Petitioners request that the Court stay these proceedings and hold his Petition in abeyance pending his exhaustion of his in effective-assistance-of appellate-counsel claim is de nied. Within seven days of the date of this Order, Respondent's counsel shall mail a copy of this Order to Petitioner and file proof of such service on ECF. If Respondent's counsel is unable to complete this mailing as a result of disrupt ions related to the COVID-19 outbreak, counsel shall promptly notify the Court by letter filed on ECF.
