ORDER denying 25 Motion to Stay. For the reasons set forth above, Petitioners request that the Court stay these proceedings and hold his Petition in abeyance pending his exhaustion of his in effective-assistance-of appellate-counsel claim is de nied. Within seven days of the date of this Order, Respondent's counsel shall mail a copy of this Order to Petitioner and file proof of such service on ECF. If Respondent's counsel is unable to complete this mailing as a result of disrupt ions related to the COVID-19 outbreak, counsel shall promptly notify the Court by letter filed on ECF.
