The Clerk of Court is directed to mail a copy of this order to Petitioner and to note service on the docket. The Clerk of Court is further directed to transfer this action to the United States District Court for the Eastern District of New York and to close this case. At this time, Petitioner has not made a substantial showing of the denial of a constitutional right, and thus a certificate of appealability will not issue under 28 U.S.C. 2253.
