ORDER DISMISSING MOTION FOR LACK OF JURISDICTION AND INSUFFICIENT PLEADING: The complaint asserts that jurisdiction exists under 28 U.S.C. 1331, 1338. Because I conclude that the complaint fails to adequately plead a basis for federal question jurisdiction, or to allow this Court to determine whether such jurisdiction exists, I dismiss with leave to replead. (As further set forth in this Order.) Accordingly, the complaint is dismissed, with leave to file an amended complaint that alleges an adequate basis of jurisdiction no later than 30 days from the issuance of this order.
