STIPULATION OF DISCONTINUANCE WITHOUT PREJUDICE: NOW, THEREFORE, IT IS HEREBY STIPULATED AND AGREED by and between the undersigned parties, by their respective counsel, pursuant to Federal Rule of Civil Procedure 41(a)(2), as follows: Plaintiff's claims against the Federal Defendants in this action are dismissed without prejudice.
