ORDER TO SHOW CAUSE: The motion for preliminary injunctive relief is denied without prejudice, and the Clerk of Court is directed to terminate the motion. (ECF 3-4.) Plaintiff is directed to file a declaration within 30 days of the date of this order showing cause why the Court should not abstain from exercising jurisdiction of this action.
