MEMORANDUM OPINION & ORDER: Accordingly, the Court holds that Petitioners have satisfied the "for use" statutory requirement, as well as the other two statutory requirements of Section 1782. Judge Parker did not reach the second step of t he Section 1782 analysis, in which a court must determine whether to exercise its discretion to grant the application.
