FINAL JUDGMENT AS TO DEFENDANTS USTOCKTRADE LLC AND ANTHONY WEERESINGHE: IT IS HEREBY ORDERED, ADJUDGED, AND DECREED that Defendants are permanently restrained and enjoined from violating Section 15(c)(3) of the Securities Exchange Act of 1934, 15 U.S.C. 78o(c)(3), and Rule 15c3-l promulgated thereunder, 17 C.F.R. 240.15c3-1, by directly or indirectly failing to maintain the required minimum net capital for a broker or dealer or effecting securities transactions through the use of the mails or any means or instrumentality of interstate commerce while not having and maintaining the required minimum net capital. IT IS FURTHER ORDERED, ADJUDGED, AND DECREED that Defendant Ustocktrade LLC shall pay a civil penalty in the amount of $75,000.00 to the Securities and Exchange Commission pursuant to Section 21(d)(3) of the Securities Exchange Act of 1934, 15 U.S.C. 78u(d)(3). Defendant Ustocktrade LLC shall make this payment within 30 days after entry of this Final Judgment. IT IS FURTHER ORDERED, ADJUDGED, AND DECREED that Defendant Anthony Weeresinghe shall pay a civil penalty in the amount of $10,000.00 to the Securities and Exchange Commission pursuant to Section 21(d)(3) of the Securities Exchange Act of 1934, 15 U.S.C. 78u(d)(3). Defendant Anthony Weeresinghe shall make this payment within 30 days after entry of this Final Judgment. Defendants may transmit payment electronically to the Commission, which will provide detailed ACH transfer/Fedwire instructions upon request. Payment may also be made directly from a bank account via Pay.gov through the SEC website at http://www.sec.gov/about/offices/ofm.htm. Defendants may also pay by certified check, bank cashiers check, or United States postal money order payable to the Securities and Exchange Commission, which shall be delivered or mailed to and further set forth in this Order.
