A notice directing the parties attention to this order shall be docketed (and mailed to any self-represented party that has appeared and has not consented to electronic service) upon the opening of each case or miscellaneous matter that is classified as pro se in the courts records. Filing 5 TEXT ORDER sua sponte DISMISSING without prejudice #4 Plaintiff's Notice of Appeal filed in this action, because the dismissal referenced in the Notice of Appeal did not occur in this Court but appears to have occurred in Action No. 13-CV-0129 in the Eastern District of Pennsylvania. This dismissal is without prejudice to refiling the correct action and court. Plaintiff is cautioned that the three actions he has filed in this District (22-CV-1159, 23-CV-1155, and 24-CV-0028) have either been procedurally improper or appear to be so lacking in arguable legal basis as to be frivolous. Moreover, his litigation abuses appear to have been preceded by many other such abuses in other federal courts. See, e.g., Emrit v. Combs, 24-CV-0213, 2024 WL 168331, at *2 (E.D.N.Y. Jan. 16, 2024) ("According to Public Access to Court Electronic Records ('PACER'), since 2014, Plaintiff has filed at least 772 actions throughout the country."). Plaintiff is warned that, if he continues his abusive litigation practices in this District, the undersigned will refer him to the Chief Judge of this District with a recommendation that she issue against him a Pre-Filing Order (enjoining him from filing documents pro se without prior leave of the Court).
