OPINION & ORDER re: 23 MOTION to Dismiss plaintiff's amended complaint filed by Abbott House, Richard Griffin, 30 MOTION to Dismiss filed by Westchester County. For the foregoing reasons, Defendants' motio ns to dismiss are GRANTED and Plaintiff's cross-motion to amend is DENIED.
