OPINION & ORDER re: 22 MOTION to Dismiss filed by James C Scanlon. For the foregoing reasons, Respondent's motion to dismiss Petitioners' Petition is DENIED. The Clerk of the Court is respectfully directed to terminat e the motion at ECF No. 22. All arbitration is stayed pending the outcome of this action. Respondent is directed to file an answer to Petitioners' Petition by December 21, 2018.
