CONSENT DECREE: Within sixty (60) Days after the Effective Date, Defendant shall pay the sum of $400,000 as a civil penalty, together with interest accruing from the date on which the Consent Decree is lodged with the Court, at the rate specified in 28 U.S.C. 1961 as of the Date of Lodging. Within one hundred and twenty (120) Days of the Effective Date, Defendant shall pay an additional sum of $175,000 as a civil penalty, together with interest accruing from the date on which the Consent Decree is lodged with the Court, at the rate specified in 28 U.S.C. 1961 as of the Date of Lodging. Upon approval and entry of this Consent Decree by the Court, this Consent Decree shall constitute a final judgment of the Court as to the United States and Defendant, as further set forth in this Order.
