DECISION AND ORDER: For the reasons stated, the Petition is DISMISSED. Because Petitioner failed to make a substantial showing of a denial of a constitutional right, no certificate of appealability will issue. See 28 U.S.C. § 2253(c)(2). The Court also certifies pursuant to 28 U.S.C. § 1915(a)(3) that any appeal from this judgment would not be taken in good faith and that leave to appeal as a poor person is denied. Coppedge v. United States, 369 U.S. 438 (1962). The Clerk of Court is directed to close this case. SO ORDERED. A copy of this NEF and Decision and Order have been mailed to the pro se Petitioner. Signed by Hon.
