The Court dismisses all claims against the City of Rochester Police Department and Sippel with prejudice and directs the Clerk of Court to terminate them from this case.Plaintiffs have until December 23, 2019 to file an amended complaint. To assist them in this regard, the Clerk of Court will send Plaintiffs this Order, a copy of the original complaint, a blank 1983 complaint form, and the instructions for preparing an amended complaint.If Plaintiffs do not timely file an amended complaint, the Clerk of Court will dismiss the Complaint with prejudice and close this case without further order. If this case is dismissed, the Court certifies pursuant to 28 U.S.C. 1915(a)(3) that any appeal from this Order would not be taken in good faith and therefore denies leave to appeal to the Court of Appeals as a poor person.SO ORDERED.
