Filing 70 MEMORANDUM: The Court will GRANT IN PART AND DENY IN PART Defendants' motions to dismiss ( 29 in Case 370; 28 in Case 371; 21 in Case 376). Defendants' motions will be GRANTED as to the Districts' common-law c laims, and the Districts claims for breach of fiduciary duty, fraudulent misrepresentation, fraudulent concealment, and negligent misrepresentation will be DISMISSED.
