MEMORANDUM AND OPINION finding that defendants motion for summary judgment will be GRANTED in part. Plaintiffs Fourth Amendment claims against Defendant Wiley are DISMISSED. The court will DECLINE to exercise supplemental jurisdicti on over Plaintiffs pendent state law claims, and those claims will be REMANDED to the state court.
