MEMORANDUM AND ORDER ; the plaintiff's applications to proceed in forma pauperis 1 and 6 are GRANTED. However, since plaintiff is a prisoner, he is ASSESSED the full filing fee of three hundred, fifty dollars ($350.00) . The Clerk is DIRECTED to mail a copy of this memorandum and order to the custodian of inmate accounts at the institution where plaintiff is now confined.
