MEMORANDUM AND ORDER ; the plaintiff is ASSESSED the filing fee of three hundred and fifty dollars ($350.00). To ensure compliance with the assessment procedures, the Clerk is DIRECTED to mail a copy of this Order to the custod ian of inmate trust accounts at the HCDC. For the above reasons, the Court finds that plaintiff has failed to state a claim for relief under 1983, that his complaint is frivolous, and that his case should be dismissed.
