MEMORANDUM OPINION: Petitioner Barker is not entitled to habeas corpus relief and, for that reason, the writ of habeas corpus will be DENIED and this petition will be DISMISSED. The Court has individually assessed Barkers claims und er the relevant standards and finds that those claims do not deserve to proceed further because they are not viable in light of the governing law and jurists of reason would not conclude the disposition of those claims was debatable or wrong. Therefo re, no COA will issue because Barker had not made a substantial showing of the denial of a constitutional right. 28 U.S.C. § 2253(c); Fed. R. App. P. 22(b).
