For the reasons in the report and recommendation, which the Court adopts and incorporates into this Order, it is ORDERED that Plaintiffs claim regarding microchip implantation is DISMISSED with prejudice, and Plaintiffs claims regarding police intrusion and assault are DISMISSED without prejudice.
