MEMORANDUM OPINION: 1. Plaintiff has failed to state a claim upon which relief may be granted, and all Plaintiff's federal claims are DISMISSED pursuant to 28 U.S.C. §§ 1915(e)(2)(B) and 1915A; 2. The Court declines to exercise supplemental jurisdiction over Plaintiff's state lawclaims, and they are DISMISSED without prejudice; and 3.
