ORDER that Defendants Winston Ragon and Allen May's Motion for Summary Judgment 92 and Defendant Knox County's Motion for Summary Judgment 94 are hereby GRANTED IN PART AND DENIED IN PART; and Plaintiffs' Motion for Partial Summary Judgment 97 is hereby DENIED.
