MEMORANDUM AND ORDER: 1. Plaintiff's motions [Docs. #22 , #26 , #27 , #29 ] are DENIED; 2. The Clerk is DIRECTED to add Lincoln County as a Defendant; 3. Plaintiff's claim for the denial of constitutionally adequate medical care will proceed against Defendants Lincoln County, Quality Health Care, Kayla Blackwelder, Crystal Ofarrel, and Rachel Laflen; 4. The Clerk is DIRECTED to send Plaintiff service packets (a blank summons and USM 285 form) for Defendants Lincoln County, Quality Health Care, Kayla Blackwelder, Crystal Ofarrel, and Rachel Laflen; 5. Plaintiff is ORDERED to complete the service packets and return them to the Clerk's Office within twenty-one (21) days of entry of this Order; 6. At that time, the summonses will be signed and sealed by the Clerk and forwarded to the U.S. Marshal for service, which shall be made pursuant to Rule 4(e) of the Federal Rules of Civil Procedure and Rule 4.04(1) and (10) of the Tennessee Rules of Civil Procedure, either by mail or personally if mail service is not effective; 7. Plaintiff is NOTIFIED that if he fails to timely return the completed service packets, this action will be dismissed; 8. Defendants shall answer or otherwise respond to the complaint within twenty- one (21) days from the date of service. If any Defendant fails to timely respond to the complaint, it may result in entry of judgment by default against him or her; 9. All remaining claims and Defendants are DISMISSED; and 10.
