ORDER: Carl Lamont Howse, Jr., an inmate at the Turney Center Industrial Complex in Only, Tennessee, filed this pro se civil rights action under 42 U.S.C. 1983 against Candace Hammond, Daniel Rumbaugh, Cert. Officer Peon, and Jason Clandanon. (Doc. No. #1 .) Plaintiff also filed an application to proceed in this Court without prepaying fees and costs (Doc. No. #5 ) and a motion to appoint counsel (Doc. No. #2 ). It appears from Plaintiff's in forma pauperis application that he lacks sufficient financial resources to pay the full filing fee in advance. His application (Doc. No. #5 ) is therefore GRANTED, and he is ASSESSED the $350.00 filing fee. The Clerk of Court is DIRECTED to send a copy of this Order to the Turney Center Industrial Complex in Only, Tennessee. Plaintiff's motion to appoint counsel (Doc. No. #2 ) is DENIED. The Clerk of Court is DIRECTED to send Plaintiff four service packets (a blank summons and USM 285 form). Upon return of the completed service packet, PROCESS SHALL ISSUE. Pursuant to 28 U.S.C. 636(b)(1)(A) and (B), this action is REFERRED to the Magistrate Judge. Signed by District Judge William L.
