Filing 9 ORDER DISMISSING CASE: From a review of Plaintiff's IFP application, it appears that he lacks sufficient financial resources from which to pay the full filing fee in advance. Therefore, his application #5 is GRANTED. Plaintiff JAMARR JUAN KUILAN is hereby assessed the full $350 filing fee. The Clerk of Court is DIRECTED to send a copy of this Order to the administrator of inmate trust fund accounts at the Turney Center Industrial Complex. For the reasons set forth in the Memorandum Opinion entered contemporaneously with this Order, finds that the complaint fails to state Section 1983 claims upon which relief can be granted. Therefore, Plaintiff's Section 1983 claims against all Defendants are DISMISSED. 28 U.S.C. 1915A. Further, this Court lacks jurisdiction to initiate any investigations of alleged criminal activity upon request of Plaintiff. Any such request is DENIED. Plaintiff's motions for the appointment of counsel #6 and #7 likewise are DENIED. Because an appeal would NOT be taken in good faith, Plaintiff is NOT certified to pursue an appeal from this judgment in forma pauperis. 28 U.S.C. 1915(a)(3). Filing 4 ORDER: Jamarr Juan Kuilan, an inmate of the Turney Center Industrial Complex in Only, Tennessee, has filed a pro se complaint under 42 U.S.C. 1983, alleging violations of his civil rights. (Doc. No. #1 ). In order to file a civil lawsuit, a plaintiff must submit the full civil filing fee of $402 or an application to proceed in forma pauperis. In addition, if seeking pauper status, a prisoner-plaintiff must provide a certified copy of his inmate trust fund account statement for the 6-month period immediately preceding the filing of his complaint as required by 28 U.S.C. 1915(a)(2). The Clerk is DIRECTED to send Plaintiff a blank application to proceed in forma pauperis for prisoners.
